Children’s Center of Wayne County (TCC) is home to specialized clinical, foster care, and support services.

Job Summary

The Talent Acquisition Manager leads the design and implementation of The Children’s Center talent acquisition strategy and manages the processes, administration, compliance, and communication for full cycle recruiting to maintain a talent pipeline that meets the needs and future growth of the Agency. Represents TCC’s brand externally to passive and active candidates and supports our culture internally throughout the organization. Manages recruitment efforts including direct sourcing, screening, and assessing talent.

Job Requirements

  • Bachelor's degree in an appropriate field from an accredited college/university.
  • A minimum of seven years of full life cycle recruiting experience preferred, with a minimum of five years of recruiting management experience.

Essential Functions

  • Develop and implement strategic recruiting plans for sourcing passive and active candidates internally and externally to assure a constant influx of diverse and qualified candidates. Maintain a pipeline of candidates for recurring vacancies.
  • Professionally represents TCC through all marketing, communication, and interaction with potential candidates. Assist with coordination and representation of TCC at area job fairs. Build and enhance relationships with diverse organizations, universities, and career placement agencies to highlight our organization as an employer of choice.
  • Conducts the screening and interviewing of applicants for employment, ensuring that qualifications and prerequisites are met. Assists with screening and interviewing as required.
  • Responsible for administration of all applicable candidate pre-employment skill assessments, background and reference checks and facilitation of employment offers. Ensure that open, positive, and timely communication is maintained with candidates, ensuring a positive candidate experience throughout the process. Ensure regular progress updates are provided to hiring manager throughout the process.
  • Cultivate relationships across all stakeholder groups to ensure that every step of the hiring process flows smoothly.
  • Deliver a high level of communication between hiring managers, candidates, and other stakeholders.
  • Maintain job descriptions and job analysis questionnaires as well as intake forms for screening. 
  • Assist and train hiring managers with behavioral interview questions and other related best practice interviewing techniques. Maintain Hiring Manager Toolkit and other recruitment related information. 
  • Ensure interviews and selections are completed, and communications for decision are sent in a timely manner.
  • Develop, initiate, and maintain effective programs for workforce retention, promotion and succession planning.
  • Develop and maintain recruiting data and metrics to identify trends and to measure the effectiveness of recruiting efforts.
  • Ensure that recruiting and hiring practices are compliant with all applicable local, state and federal employment laws and EEOC guidelines.
  • Perform other duties as assigned.

Required skills/abilities:

  • Highly organized, detail oriented and ability to work in a fast-paced, changing environment, where multiple priorities need to be effectively managed.
  • Hands-on experience with Applicant Tracking Systems and HR databases. Experience with ADP preferred.
  • Good computer skills with a working knowledge of Word, Excel and Outlook.
  • Strong analytical skills with the ability to interpret metrics to develop strategies and influence change.
  • Ability to project a professional image and positive attitude in any work environment.
  • Previous experience developing and implementing comprehensive sourcing/recruitment strategies with a proven track record.
  • Comprehensive understanding of local, state and federal employment regulations.
  • Flexible to work outside of regular work hours as necessary.

Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift 15 pounds at times.
  • Ability to travel when required.
